What your landlord is responsible for
Section 11 of the Landlord and Tenant Act 1985 places repairing obligations on landlords that cannot be contracted out of, whatever the tenancy agreement says. In plumbing terms that covers:
- The installations for supplying water and gas
- The installations for sanitation, meaning basins, sinks, baths and toilets
- The installations for space heating and heating water
So the boiler, the radiators, the pipework, the hot water system and the bathroom fittings are the landlord’s to repair. Your own washing machine is not, though the supply and waste serving it are.
Separately, the Homes (Fitness for Human Habitation) Act 2018 requires the property to be fit to live in throughout the tenancy, and a tenant can act on that directly through the courts rather than having to go via the council.
Your landlord must also arrange the gas safety check
An annual check on every gas appliance and flue, by a Gas Safe registered engineer. You are entitled to a copy of the record within 28 days of the check, and a new tenant should receive one before moving in.
If you have never seen one, ask. It is a reasonable request and the obligation sits with the landlord, not with you.
