1990s property is at the point where the original system reaches end of life more or less all at once. Boiler, cylinder and radiators were installed together, so they wear out together.
That is annoying and it is also the opportunity. Replacing them as a designed system rather than one component at a time is how you actually get the efficiency, particularly now that Part L requires new heating systems to be designed for a 55°C flow temperature, which needs radiators sized for it. The other 1990s question is bathrooms. Where a house has two in genuine simultaneous use, a combi splits the incoming mains flow between them and neither performs. A system boiler with a properly sized unvented cylinder is usually the answer rather than a larger combi.
